Couldn't agree more strongly.
I actually have a longstanding agreement with my next door neighbor to come running if he hears me shouting, with a gun or three.
Living out in the country I know all my neighbours in a fairly good sized radius, and know who belongs out here.
In the city I'm not sure this scales, not that it appears law enforcement has been a remarkable to deterrent to crime in decades.

There is a neighborhood in acapulco with a vigilante neighbor sign.
I figured they weren't lying.
In the city, you just have to break it up into blocks along their flow lines.
I have a buddy that lives in a city in a single family neighborhood, and he knows the people on the block.
I think apps will replace 911 before long.
It's better to draw from the neighbors than some random turned on by violence and clown costumes, imo.
Not mention, Cops are satan.™
