As long as the masses accept that these people get to control those people by killing any that 'get out of line' because reasons, we will always be controlled on pain of death by those most effective at applying the control matrix killing to stay in power enables.

I'm blaming retired oath holders for not policing their own.

We don't need a governmafia, or a govern-cement, however, we will find that putting compassion into government will make it a whole different entity.
There really is no effective or long-lasting way to make a power structure, which draws psychopaths like feces draw flies, to be compassionate. Even if We start with something good - though I cannot imagine it - it will not take long for it to devolve.
Far better is a society of Ethical sovereigns.

There is, and you will see it if you live long enough.
I started with "putting compassion" into it.
Psychopaths do not have any compassion, nor can they really mimic it. Especially over time. So, this weeds them out.
What happens is the goals of the government change. Thus the measurements change. And when the right things are measured, it becomes apparent if the government is doing good or not.
The goals of a controlmind always start out aiming to solve problems. But with any power structure, allowed to claim more power than any one Individual might have over anOther, psychopaths will be drawn and the structure will change over time.
What would "weed" Them out?
With money in the mix, PR to create illusions can be purchased, and lies for cover can be bought.
Far better would be to remove both money usage - Humanity able to all live richly (eliminating nearly all motive to break the Laws of Ethics (the only Laws - the legal system is millions of legalates)) - and allow all things Ethical, with all of Us responsible for arresting (or calling for help in arresting) Those who break the Laws. No need for a controlmind.
