Maybe the dog owners don't use a poop scoop and why it has become such an issue now. I see nothing wrong because a dog owner should be responsible for their dog and make sure no harm is caused.

there are plenty of dogs that aren't on leashes and aren't with anyone that just wander down there as well. What about them? For the most part this is a good place to live with reasonable rules but this one just really gets under my skin
