It does seem rather silly to have a law like that. I've never understood the restricting of alcohol laws just generally speaking. People who are going to run amok with booze all night long are not likely to have this behavior curtailed because of a cut off time. It's like people I have known that were self-destructive as far as substances are concerned that would discover new ways to get trashed regardless of what it was. There was a time that I was trying to buy white-out at a store and I had to show my ID to buy it because apparently kids are huffing this stuff to get high.
People will find a way. Punish them if they hurt anyone else, otherwise, just leave them alone I say

For the most part Thailand does have an attitude of "do no harm and none will come to you" but they seem to be fussy about certain things and it often doesn't make sense becasue they are so lax about so many other things.
