Justifiable Force?
Based on your article, descriptions, without seeing any images and videos: HELL NO! 100% NOT Justifiable. Even if Good intended to hit Ross, the best defence is to jump away, not to shoot the driver since one never knows if the driver's foot continues to press the foot pedal down, ie continues to move the car towards Ross in this case and hit him regardless. Wouldn't the best defence not be to jump away?
I am flabbergasted regarding the softness of analysing this situation. Good didn't had a gun at hand, wasn't a direct threat, irrespective of the fact that she intended to drive around Ross, or not. Even when she intended to hit Ross, nothing was set in stone, it would've been the death for Ross. Therefore, shooting three times (isn't shooting three times intended to kill someone?) is not only disproportional, it is criminal! Full stop!
Keep in mind, I'm born and raised in one of those countries Trump is - probably - classifying as a lost nation. One that is super extreme left, inhabited by a whole bunch of woke people. But at least it is a country where this type of police brutality usually ends up with the officers going to prison and police directors being fired. BTW, I am talking about the Netherlands 🙂
If I were in this situation as a mundane citizen, acting in the same way as ICE agent Ross, there would be no question that I had initiated the incident, escalated the incident, and then committed murder.

...the right could see how he acted in self-defense against a violent mob when in reasonable fear of imminent bodily harm, but refuses to understand that Good was also fleeing a violent group of armed thugs.
Self-defence? As already mentioned above, how can the best self-defence be to shoot someone to death while the person is operating the gas pedal and the steering wheel? Not knowing what will happen with the gas pedal and driving direction when the driver is killed?
Instead, they demand unquestioning obedience to anyone with a badge.
Unquestioned obedience: Can this ever be the excuse to murder someone without the victim being a direct threat?
Thanks so much for this post. I get more then a feeling that you intend to take an objective view and take the USA laws and customs into consideration. However, for someone like me, from one of those European countries, it reads like a story that can be read in fiction books only, not one from reality. Such brutal force and such an aftermath with whole group of people justifying such brutality, is unheard of in my country.
IF lethal force is necessary for self-defense, the proper procedure is to shoot until the threat is stopped. This doesn't necessarily mean the threat is dead, but it means they stop advancing at you or whoever you are trying to protect.
Generally, the upper torso is the recommended target zone, because shooting under stress is hard, handguns are much more difficult to use well than most non-shooters think, and aiming at limbs or the head increases the odds of missing completely (plus potentially injuring bystanders). Tangent: this is why anyone who ever suggests "just shoot them in the leg" is an idiot, even if we set aside how lethal a shot to the femoral artery or other major blood vessels would be. Movie gun logic is dumb in so many ways.
When firing at a vehicle, especially from the front, the preferred torso target zone is concealed and somewhat protected by the car itself. So, IF Ross were justified, firing at her head might have been warranted. However, even with that massive caveat, only the first shot from in front could qualify as self-defense against an imminent threat. Shooting her through the driver's side window as she went past is not even remotely defensible, or defensive. I expect the argument in the courts of law and public opinion to follow that line instead of questioning Ross instigating things in the first place.

The legs, well, our police forces are trained and ordered to aim and shoot at legs. When they accidentally kill someone, they go through a lengthy and heavy process that may result in them ending up in jail.
During my military training with our Air Force back in mid 90s I learned the same, torso is the best area to aim and shoot at for the reasons you mentioned. Also, I learned many things from senior officers what happened back in the 80s when the US military resided at that air force base to protect the nukes that were suppose to be stationed there (in the end this never happened). Protesters regularly showed up outside of the fence bordering/protecting the base. Whenever these protesters came close to the fence, the US soldiers took shooting positions. Every time, Dutch soldiers jumped in front of the US guns, for the sole reason of protecting the US soldiers. Our laws are way different to those in the USA. The protesters always came with their lawyers. When in peace, without direct threat of people with guns, aiming and attempting to shoot at you - the soldier - while the soldier shoots the other and kills, the soldier will end up in front of our military judge and will be found guilty of at least manslaughter. A totally different world in my country to yours.
American police and military are treated as a legally-protected class. "Qualified immunity" is a legal concept made up to shield police from most accountability. It's dystopian to see the contrast between stated ideas and actual actions.

But what they are doing is bad Very badi joined steemit like everyone else thinking it offers freedom but I must say steemit offered much more freedom than Hive does
Everyone already knows I only post my own original content I have no need to steal anything from anyone
I've been labelled a lot of things on Hive 😂 by the biggest farmers scammers and downvoters
Actions speak louder than any words do especially when them words are coming from a compolsive liars

If you didn't know I've been getting downvoted for a long time on Hive
They have been trying to bully me with downvotes and words but it doesn't affect me I've been online for over 25 years
So I've dealt with people like this before it's nothing new
But what they are doing is bad Very badi joined steemit like everyone else thinking it offers freedom but I must say steemit offered much more freedom than Hive does
Everyone already knows I only post my own original content I have no need to steal anything from anyone
I've been labelled a lot of things on Hive 😂 by the biggest farmers scammers and downvoters
