well i mean, i guess so. But given the rather lawless, "if it fits, i am going there!" nature of the roads in Vietnam the notion that vehicles were just going to politely not drive on certain roads was a ludicrous idea to start with and if any politician ever really thought that this was going to happen they have a serious disconnect with how the normal people of this country operate
