Obviously dentists and others that love baby teeth got together and forced the big mining companies to part with their hazardous waste they spent ridiculous amounts of money treating and disposing of with great care so that it could be added to our water supplies at a profit to them instead.
Perhaps it could have gone the other way though. Follow the money is always a good method to ascertain responsibility.
