RE: Embassies in Thailand warning their citizens to "behave"

There are only a couple of places in this country where the police actually do their jobs I'm afraid and those places have real trouble with a particular religious group that has for decades been trying to break off from Thailand and form their own country. The police and military there are rather brutal and by the book, perhaps that is the only reason why it is peaceful there now.
