A Land Without Rules/Law Is A Land Without Sin…
First off, rules may be imperfect and have some stuff about it, but as imperfect as it may be, it is what's helping a society from crumbling and falling into chaos.

Now, there's a popular saying in my language (Yoruba), that's says, "ilu ti ko si ofin, ko si ese," it means, "a land where that are no rules or laws, there's no sin." It's just as simple as that, in a land, community, or nation that there's no rules and laws then the citizens are free to do whatever they like. It just means there's no right and wrong and there's no good and bad, and there's no consequence for any of their actions.
Now, in my own country (Nigeria), it's almost as if there're no rules in place, as if we are running a lawless country, or let's just say the rules and regulations are only applicable to some people and some are obviously above the law. My country is facing a lot at the moment, especially with the matters of lives and properties. K!dnapp!ngs, band!try, k!llings and all sorts of vives happen on a daily. And we are left to wonder if we have a government, a security system and laws that says lives and properties of the citizens are important and must be protected. Because the rate at which these things are happening is just too much, and our government is doing absolutely nothing about it, but you will see them come for well-meaning Nigerians that are calling them out and demanding for better.

But then, with all of these challenges and such, the little peace we have today is because of the rules, laws, and regulations that are in place, if not everyone would have taken matters into their own hands and act anyhow.
So, rules are helping. They are in place to help us, to guide us and to make life easier for us all. Even though the rules and laws are failing and our government has proved to be a failure and well, still the absence of will obviously create more problems.
So, I would not choose a world without rules or government. But there's the need for us to have better, and working rules, better leaders and good government that are concerned about it's citizens.
