The kicker is, governments already know how to stabilize population growth if they really want to: accessible healthcare, increase education for women, have birth control be accessible. It's been shown many times that as women stay in school longer, they marry later, and have fewer children; where birth control is accessible families can be planned, so a couple can say, plan to establish themselves in their work/buy a home/pursue higher education/whatever their goals are, and THEN have kids; and accessible healthcare which brings up survival of both mothers and children, means that families can plan for fewer children because they expect them to survive. All of this works so well, that developed countries are now concerned that birth rates are below replacement levels. In the US that was only mitigated with high immigration, but now the government is attacking immigrants (which is a whole different rant about the path this country is taking... ). >:( In Japan, they have really low immigration, and it's a huge concern for them.
One of the reasons why Northern Nigeria has the highest poverty rate is because they are the least literate, highly polygamous and operate a one partner earning system such that all the women do is to give birth. Not to mention child marriage is still very much a thing there. Like you rightly said, the government knows what to do but would not do because every negative trait means more avenues to push their selfish agenda.
As for clamping down on immigrants, that's a rant I tried so hard to avoid on this blog post. To support your say, the end will always justify the means.
