Any chance that such a bill would even make it out of committee? Don’t Republicans have majorities (supermajorities?) in both houses of the state legislature in NC?

it is very unlikely to make it out of committee but not just because of majorities. I think that this is just political posturing that the people talking about it are very aware isn't going to go anywhere.
