I think that this is what many of the various "lobby" interest groups are hoping for. War means increased wealth creation opportunities for them, and they expect they will survive.

I've often attributed what Jared Kushner said, that they have gone over the history of the last seventy five years to see what worked and what didn't work as a similar conclusion that you came to. Rebuilding after the war and the industrial revolution worked, and I'd be inclined to believe they could be using the green energy transition similarly positioned to work.
