That's really messed up, charged by the bag of garbage? It may lead to widespread littering by those unwilling to pay. It sounds like a ill conceived plan that will likely cause more problems than it solves.

I think it' s a horrible idea, but politicians just take orders from above, and the EU wants everything "green and clean", so we have to obey to their desires.
