I think he confuses regulation with law. The law of the land is natural and native to us. We instinctively know it is wrong to lie, cheat, and steal. These are not laws that serve the rich and mighty, the governments of the world, but that society is founded on - and idict the rich and mighty, whom run the governments of the world.
