No. DOGE is simply the United States Digital Service that was created by Congress years ago under Obama.

Recently the SCOTUS ruled that such rulemaking was not lawful, when they struck down the 'Chevron deference' that had previously simply assumed such federal agency rulemaking was law, despite no such lawful authority.
