I very respectfully disagree. There have been civilized people for thousands of years that carefully guarded their freedom. The Scythians are a good example of what I mean. They valued their freedom above all else because chattel cannot be honorable. They so valued freedom and honor the Royal Scythian tribes wouldn't take slaves, and would prefer to die free than live a slave.

It is not necessary that institutions exist for there to be civilization. Scythians had no institutions. They instead solely conducted their affairs as societies of free people. The Royal Scythian tribes were not nobility by blood or divine right, but were the most honorable amongst the tribes, and so commanded the most respect from their peers. The skill of the Scythians in every art of manufacture, at war, and their wealth (paradoxically, because they didn't hold wealth in high esteem at all, often refusing to contract as mercenaries for mere money, but requiring instead lands, brides, or other encomiums than money for their services), was widely renowned. The Greeks, in particular wrote they were the best of humanity.

I would submit that instead 'Centralized = enslaved'.
