countries are made up of people. They are nothing without their people. People are the thing who draw boarders and separate affairs of one place from others. Countries engage in trade, wars, they make alliances. But are they foes or friends of others as we humans are?

As countries are nothing without people. Therefore, people who rule the country decide everything. They decide whether their country should be a friend or enemy of other country. If ruler get replaced by other, country's foes and friends also change. Everything depends on rulers' mindset. They can start wars, end wars, kill people or make people's life better. There is no concept of democracy in third world countries. Their democracy is not better than autocratic systems. In an autocratic system rulers' whims, ambitions and mindset decide the future of the country. This can make a neighboring country a friend or foe. Even in big nations, rulers decide everything.
