It's like Two Tribes. Both parties are a part of the same system. They hate and fear each other, but are quite happy to let corruption and incompetence run rampant because what they fear even more than all of that is any change in the system. Which is exactly why we somehow need to change the system. All our rulers are corrupt, evil authoritarians.

Changing the system to one which values human individuality and opportunity, reducing corruption and over-centralisation of power inevitably means the death of the current ruling parties. They'll fight like hell to prevent that, all while denying that they are actually working together to perpetuate an inhuman form of governance.
