The concept of firing originated from the practice of banishing someone and burning down their house, to make it clear they weren't welcome. Depending on how far a cop crosses that blue line, firing can involve more or less prejudice, from they get hired on by some other force, or extreme prejudice where they move on to the afterlife. I reckon that's where the good cops are.

IF more people exercised the freedoms we do still have, far fewer of us would be giving them away willingly.

There are far more criminals than cops. I am just not willing to live in a world where I have to walk around among the criminals carrying a loaded gun. I am not going for living in a restrictive boundary of tribalism either, nor be under the supervision and be told what to do by a tribal leader just to survive anarchy.

Most cops are criminals.
Petty criminals, mostly, but still, violating rights is a crime.

Presuming enough men in the crowd, you won't have to worry about protecting yourself, there will be a man around to do it.
But, I still recommend a gun for you so you can protect yourself should one of those men go rogue.

From the voters who fund them, at least that's how it's done here. Usually starts with a proposal to fund a police force, station, jail, etc., whatever the community feels they need, it grows from there as the population grows, salary funding usually isn't voted on, maybe there's some percentage figured based on a communities tax base. If it's needed money for a larger building, jail, etc., they usually go to the taxpayers through another proposal for a mileage request. If the voters turn them down, they have to look elsewhere for the funding.
