Citizens have traded their freedom for a ruler.
IF they tolerate the ruler ruling by force, they can expect to be violated themselves, at some point.
Presumably, they get some benefit from doing that.
Not that I can tell, it's mostly a tax scam, imo.
Honestly, any world altering event has only ever began with one person. Only after that person convinces others they are right has a small group formed.
