Not necessarily. I reckon non-compliance has to be done with care, to avoid RUD (rapid unscheduled dissassembly) by state actors or other armed gangs of thugs. So, I reckon the first step is understanding the system. The second step is to then prepare to replace the supply lines most of us are dependent on the system to provide, and the third step is to create a community of like minded folks who also understand the system and are intent on fixing the broken one (unlikely to be successful due to the massive corruption and purely malevolent aspects of it that have developed over time) or replacing it with one that is superable. Once these have been achieved, security measures that are nominal to prevent the destruction of that community from such assets of oppression the system can reasonably be expected to deploy to destroy it's enemies can be devised and deployed.
Then, and only then, should non-compliance and opposition be undertaken, once such actions are survivable. The dissenters I agree with and desire to enjoy the good company of going forwards should not be encouraged to act rashly and suffer potentially debilitating or fatal consequences of such actions, but to only take such action they are likely to survive, and preferably succeed at.

I do not recommend folks die to provide entertaining spectacles, unless by so doing they anticipate the success of others - which I do not think is potential - to defeat their enemies after they are dead. I expect that I will be necessary to achieve my goals, and do not expect anyone or anything else to achieve them for me.
