How did state agencies miss this?
They are in on it. We blame, perhaps rightly to some extent, the Somali population, but many others had to have profited as well, if only in that they weren't doing the tasks they were being paid for. I am certain this happens everywhere. Truly, thank goodness for independent journalists.

The agencies and politicians absolutely are benefiting. On the surface they benefit from the votes and are very likely pocketing a portion of the tax dollars as well. I read a very interesting article last night about Somali history that made this all make a bit more sense—in Somalian tribal culture people are raised to believe fraud, bribery, and such are fine as long as it benefits their individual tribes. They also tend to vote as a whole block after they immigrate and remain self-contained/closed communities so, as a group, they're perfect targets for political corruption. This in no way excuses their role in this but that missing piece to the puzzle makes it all make more sense. Yes, TG for independent journalism!
This is a very difficult subject. I have heard they also practice female genital mutilation. On over 90% of their women. In Minnesota. Can we say the Somalis are, as a rule, bad people? So much evil has been done based on that notion, that this or that group is bad and has to go. In any event, we can blame the US government employees, of all stripes, who benefit from any of this, and denounce them as bad people.
There are vast cultural differences, that's to be sure. I firmly believe that immigrant groups should have to assimilate into the countries they become citizens of. As far as I know every single wave of immigrant into the US prior to the 1980's were ready and willing to do this. My ancestors from Europe did. This isn't the case anymore. I don't believe people need to give up every aspect of their culture but it makes no sense to me that they want to flee their dangerous and failing countries for a better life only to attempt to recreate the same country they came from wherever they land. The problem is government could change this but they won't. This same scenario is playing out all over the world.
With this Somali population, and their alleged crimes (as defined by the US) against even their own women, we see how our own political platforms can backfire. As a result of all the diversity training, identity politics, and related BS, it is verbotten in some circles to have this conversation we are having right now. We must, instead, assume that the charges against the Somalis are mere discrimination (which makes us the bad guys), and look the other way. Interesting times!
We have to agree to move beyond any sense of the "verbotten" when it means all American taxpayers, of all colors and creeds, are being taken advantage of. I see more and more willingness to openly discuss this and believe people are finally fed up enough to realize the fear of being labeled has effectively paralyzed any kind of real reform.
The height during my lifetime of verbotten conversation happened just a few years ago, during covid, when anyone who even slightly questioned the BS was not allowed to speak at all about the inconsistencies of the messaging and/or the harmfulness of the dictates. I still find folks mostly ignore me when I try to point out just how crazy their actions were at that time. I don't see more willingness to discuss, but I hope a bit of my perspective has become clearer.
Some of us are, yes. But anyone still beholden to a political party is only fed up with the opposition's party and its nonsense. I believe that what we must do is to recognize that politics is nothing more than entertainment for the masses, population control. They very effectively have us split 50-50, world wide, if we are to believe the stats that US government approved propaganda sites (MSM) provide.
