I think that late stage institutions become so burdened with corruption that they essentially become vectors of corruption, their original purpose all but irrelevant. Government becomes a vector or political crimes, betrayal of it's people, and all the worst potential to governments are best implemented in late stage empires.

People that seek power over others are the last people that should be allowed some.

'Good' people don't want power over others because of the responsibilities.
'Bad' people are attracted to it due to the unaccountability it endows.

Power is magnetic to the corruptible, and therefore something that must not be allowed in a 'good' world.

Anarchy is the answer.

I absolutely agree, except I don't believe Anarchy exists. What actually exists is that each individual is sovereign, ruling themselves, making them Autarchs. They do have a ruler: themselves. This is also why slavery is not actual ownership of people, because people cannot transfer their personal authority over their will. They can be extorted to act as they are told, but they cannot be property, not even their own property, because they cannot sell or assign, or be robbed of, their inherent, unalienable, sovereign will and sole authority to will their limbs to act. They can only be extorted to act as if they were property of a master.
