You mean Panarchy, as each sovereign rules themselves, not chickens with their heads cut off without agency, but the order sovereigns mutually establish governing their lawful interactions. No overlords required, and none suffered, as they demonstrably corrupt institutions to facilitate larcenous theft from hapless subjects through such false authority claimed over sovereign rulers.
