I'd really like to know the context of that statement by Huxley. Was he advocating or warning of mind control?

Yes.
As a member he knew that mind control serves the narrative.
They didn't mind publishing things like that even up into the eighties because they knew that nobody reads that crap, and anybody that does read the crap sounds crazy to anybody that hasn't read it.

It's really insidious what 'they' have been up to.

What they didn't anticipate was that some folks do read and the interwebz keeps their words forever, it's just a matter of finding the archives of them, and publicizing them.
