IF they tolerate the ruler ruling by force, they can expect to be violated themselves, at some point.
Presumably, they get some benefit from doing that.

Citizens are, by definition, slaves.
Even slaves, my friend, can change the world, or we would not today respect the name of Spartacus.
Epictetus for that matter, Marcus Aurelius quotes him in Meditations.
